Free Image to PDF: Combine Photos, Under 200 KB if Needed

Turn photos and scans into one PDF, with a size limit if your form needs one. Nothing is uploaded.

Your images stay on your device. The PDF is made in your browser, and nothing is uploaded, so it is safe for ID proofs and certificates.

    How it works

Each image becomes one page, in the order shown. Use the arrows to change the order. If you set a limit such as 200 KB, we lower the image size and quality until the whole PDF fits under it. Check that the text is still easy to read, especially on scanned papers.

This makes new PDFs from images. It cannot shrink a PDF you already have. For that, see free PDF tools.

    Questions people ask

How do I combine photos into one PDF?
Choose all your images, put them in order with the arrows, and press Make PDF. Each image becomes one page.
How do I make a PDF under 200 KB?
Enter 200 in “Keep under”. The tool reduces image size and quality until the PDF fits, or tells you if it cannot. Fewer pages leave more room for each one.
    Are my documents safe?
Your images are not uploaded. The PDF is made in your browser, so nothing leaves your device.
Can this shrink a PDF I already have?
No, it only makes new PDFs from images. To shrink an existing PDF, see the free PDF tools listed on our free software pages.
